Latency and load balancing issues across ISP's network.

Hi all, we have been having issues uploading to an application whihc is published to us across itrix.

We are in Aus-Citrix server farm is in nw US.
Latency is currently approx 250-270ms
We think that the slow uploads and tiemouts when using these apps is because the app breaks packets up and then they are not being resequenced properly when they reach their destination-most likely because our ISP has load balancing routes from Brisbane to Sydney to so. Calif.
the breaking up may also make the packets so small that the packet size is adding to latency issues.

Is there a tool or command that I can use to show all the diferent routes? Our ISP tells us there is but I couldn't quite understand what the dude said as he had some serious accent. Probe? perhaps.
