I'm looking to use this function but, it bases the date from the print date/control panel date. Can you set this via a input Parameter or are you restricted to fixing it in the "set print date " report function in the developer?

I want to be able to input 09/28/2001 and have it run a fixed 7 day range of 9/21/2001 - 9/28/2001. Ideas?

You can't use this particular function with a input date parameter. You can use that single input date parameter to define your date range - this is slower to code, but the reports run faster this way.
