Laptop won't charge battery

I have a Dell lattudes CPi-A that works great except for one thing it won't charge the Battery, so I need to keep the charger plugged in all the time for it to work. I also need to remove the battery to get the laptop to boot, once it starts booting I can then plug the battery in. anyone have an idea if there is a fuse or something that may have blown and if it is feild replaceable. Or is there a way to use the 3 wire charger and hook it to the battery someway to charge the battery to see if it will run the laptop if it has a charge.

The battery model is 66Whr

How this is weird, I took out the CD drive and put in a 2nd battery and both are charging.

My feeling is that the initial battery you reported is a dud.

 
No both batteries now work and hold a full charge and the weird thing now is the original battery now charges in the battery slot when i put the CDR drive backin, which it wouldn't do before. All is good and work now like it should.
