laptop time and date runs slow 1

Your symptoms sound like those of a bad CMOS battery. Try replacing this battery to resolve the issue. Also, make sure your computer is configured to properly update its time automatically using a time server via the Internet.

Inaccurate PC RTCs (Run-Time Clocks) are the rule, rather than the exception. Mass produced components for general electronic use have as much as 10 % tolerance, that is their values can be +/- 10 percent of the stated figure. Even if the finest components are used in the clock circuit, other board components may affect timekeeping.
Poor timekeeping is rarely due to the state of the (DC) CMOS battery. If any power supply is involved, it is more likely that the AC power supply has some characteristic harmonic pulse or voltage level variations that constantly challenge the PSU of your machine:
Everybody in our department complained that our PC clocks were running slow. We traced the problem to a server which all the PCs synced their time to.
Until the availability of internet time servers, a lot of PC real-time clocks were quite poor. My first PC cost £1400, and lost about 20 sec/day - the most expensive faulty timepiece I ever bought.
A slow RTC can reduce performance significantly. Identical new machines often attain surprisingly different benchmark results.

You said both the time and date are running behind? If so, give us an example. 5 minutes a day? More than that?
Typically the CMOS battery has no impact on the clock while the computer is powered up and running. So if you're losing time with the PC turned on, then we need to look at other possibilities.
