If I Disable my LAN connection manually through Control Panel > Network and Sharing Center > Change Adapter Settings and Disable ... I can't connect it back on UNLESS I Restart the computer.

I know I was able to do it before but now I must Re-Start to get my LAN back on.

I read somewhere while trying to Enable it back that the "drivers are still in Memory" and can't restart unless I Re-Start.

Any ideas?

Thanks.-

Have you checked for any updated Network Card driver?

Is this a wired or wireless setup?

If you test from "Safe Mode with Networking" does the same occur?

If you create another user and test with that is there any difference?

Is the option in the Network Sharing Center "Troubleshoot problems" able to repair the problem without the need for a reboot?

Thanks Linney

Have you checked for any updated Network Card driver?

Yes, I have the latest drivers for the Intel(R) 82578DC Gigabit Network Connection Adapter

Is this a wired or wireless setup?

It is a wired connection

If you test from "Safe Mode with Networking" does the same occur?

No, in “Safe Mode with Networking” it works perfectly. I can Disable and Enable the LAN without a problem. It works in Safe Mode.

If you create another user and test with that is there any difference?

No, the same thing happens be as Administrator or another User

Is the option in the Network Sharing Center "Troubleshoot problems" able to repair the problem without the need for a reboot?

No, I get “The Diagnostics Policy Service is not running”

and “ Network Diagnostics cannot be run without The Diagnostics Policy Service”

Any ideas??

Thank you for your response.

No, I get "The Diagnostics Policy Service is not running"

Was that a test done from Safe Mode because that might explain why the said Service is nor running. If in Normal Mode then it might be worth exploring (in Services) why it is not running, and what else is not running that should be running.

When you look in Services, sort by Startup Type, and see how many Services which have an Automatic Startup Type have actually started. Any that have not look at the Properties and see if there are any problems with Dependencies

The fact that things seem to function as far as disabling/enabling work in Safe Mode means that you should follow this procedure to try and isolate why it is not working from Normal Mode.

In 'SERVICES' I go to Diagnostics Policy Service

and this is what I have this:

When I press START it commences a green bar and then I get this:

I try this several times and always get the same green bar (running) and then the same

and the Diagnostics Policy Service continues to show STOPPED

Hi,
Check the event viewer to see if it has details as to why the service stopped.

I have tried the Event Viewer and these are the results I get:

I've UN-installed the Network and Installed it back, but it is the same 'Can't Enable after Disable the LAN unless I restart'

Thanks for the answers ...

With so many problems on your machine it would be a wise move to save all your valuable data while you can.

Is there a problem also with this Service not starting, Remote Procedure Call (RPC), this is the main Service which most others rely on to run?

Here is my "shopping list" of some things that I might try on the way to a probable reinstall of the operating system.

Try running ChkDsk to check your drive for errors. Right-click your Drive icon/ Properties/ Tools/ Error Checking. Try it first by not checking either box (this will run it in a Read-only mode) to see if it flags any hard drive or file problems. If it does, restart it by ticking both boxes, and rerun it to allow it to attempt to fix any found problems.

The hard drive manufacturer will have free diagnostic software that is bootable, or that may even run from within Windows, that will thoroughly check the condition of your hard drive.

Have you checked for malware?

I see lots of recommendations here for programs like -

I tried just about every line and recommendation on the prior POST with no avail. Thanks linney

I also found the following, but I can't get "the permission" to edit Parameters to see if this works. Any ideas on getting that permission?

You might get this error message if some of the Diagnostic services are disabled or stopped. The three diagnostic services that are responsible are

1). Diagnostic policy

2). Diagnostic Service

3). Diagnostic system host.

Make sure these services are started and set to automatic. If you are having any issues trying to start these services, check their dependency services and make sure they are started and set to automatic as well.

This issue may occur when the account Trustedinstaller is missing the permissions for the key below:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DPS\Parameters

Permission needed: Full Control, Read

Note: Serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. For more information about how to back up and restore the registry, click the following article number to view the article in the Microsoft Knowledge Base:

( ) How to back up and restore the registry in Windows)

1. In Registry Editor(click start->Type in regedit and hit enter), browse to the above mentioned key for which you need to add permission.

2. Right click the key, and click Permissions.

3. Click “Add” Button under usernames. Make sure Locations is selected to be the local computer.

4. In the "Enter the object names to select field, type "NT SERVICE\mpssvc". Then click “Check name.”

5. Click OK.

6. Then select the account which appears in the list, and add the appropriate permission(Full Control, Read) for it.

7. When this is done, click OK.

GOT IT !!!!!

Since the Windows Event Log was not working either I started investigating on that end and I found the following:

selecting Windows Event Log in Services.msc and try to start this service I got

Windows could not start the Windows event log service on Local Computer.
Error 4201: The instance name passed was not recoganized as valid by a WMI data provider.

This is what I dis
Deleted the folder RtBackup

C:\Windows\System32\LogFiles\WMI\RtBackup

and rebooting solved the problem!!!!.

Now the Windows Event Log, the Diagnostics Policy Service, the Diagnostics Service Host and the Diagnostics System Host are STARTED.

Finaly now I can Enable and Disable the LAN without a problem !!

Great help from you guys

Thanks for taking the time.
