Know I'm doing this the wrong way

People wanted to send calls out from site B by typing a code at site A

I made a TSC of 44 (At site A), then the DMI/CDP/RLI changed 44 to the route to site B and added the ACOD of a outgoing trunk at site B

This seemed to work nicely, but after typing 44 people don't seemed to be effected by there NCOS.

I had to give route 44 a FRE of 5 (highest lvl Ncos on this site) mean only people with a ncos of 5 can use this route.

There must be a better way...want all people to be able to use this route....but be tied by there route restriction list.

On the RLI make sure the FRL is set to 0 or 1. Also check that the MFRL at the bottom of the RLI is at the same frl 0 or 1. I would suggest rebuilding as a DSC, Distant Steering Code.
 
i would make the mfrl the same as it is all fac routes, if the switch looks at the trunk ncos you could end up getting a second request for auth code
