Kill Internet acess on Networked PC

I need to kill all internet access on a Win 98 PC that is networked, but still keep it active in the network. I've dumped the browsers, and internet links. But access is still available thru a normal window by just putting in an address in the bar. I've tried changing the active desktop with no success. Any help would be appreciated.
 
Are you using ant type of Proxy software or ISA? You can limit who has access by adding and removing users from the access lists with the proxy options.....
 
Try removing any external gateway settings if they exist from the Nics network properties.
 
What network protocols are you using? access to the intenet is through tcp/ip. the network I work on uses both ipx and tcp/ip. anyones machine that has ipx can use the network internally but without tcp/ip configured they cannot connect to the internet. This is one way to control who does and does not have internet access....
