Window + E key combo. can't bring up Explorer.

Don't know what happened but it should have read:

Site couldn't be found [404 message].

Did find the file on another site but it makes no change to the Registry.
 
There is a variant of the blaster worm that can do this:

Download the MS03-026 patch from Microsoft.

 
New computer, never on the 'net, not on a network, no programs installed from floppy, AntiVirus check shows clean. 2 WinXP Pro exhibit the condition, 2 WinXP HE don't.
 
So as far as you know it never worked.

Check the keyboard drivers. Many keyboards are unhappy with the native XP drivers and require additional driver support.

As a workaround, you could always assign a shortcut key to the Explorer link on the Start Menu.

Start, All Programs, Accessories, Explorer, right-click Properties, and assign the shortcut key, albeit not the Winkey. Alt+E ?
