Keyboard Non-responsive after each reboot

I have a user that at some point in time held down a key for more than 8 seconds and got the Filter Keys warning. Unfortunately at that point he thinks he selected OK instead of cancel.

Now he was able to go back into the settings (aka accessibility options) and uncheck sticky keys (I verified all his settings with my settings).

Unfortunately, now when he boots up his keyboard is useless and only his mouse if functional, until he holds down the shift key (or any key I suspect) and then he gets the Filter Keys window and he click Cancel and then he can use the keyboard.

How do I fix this so his keyboard is functional upon boot up?

No one has clues on this???

The user can log into a different profile and the keyboard works fine.

Hopefully this will jog someone's memory on how to fix.

Okay, this is so sad!!

We went into the control panel, opened up Accessibility Options and unchecked Use Filter Keys, but previously that had not been in the past, so we unchecked it and BAM! Problem solved.

Now don't think me stupid here, I checked all this before and it was all set like mine, but for some reason this one time it worked!!

Go figure?!?!
