Jpg Associated Applications

I've been searching for this solution for a while, but I think I'm looking in the wrong places, as I still haven't found the answer!

When you right click on a JPG file icon, you get the option of "open with". How can I get this list, across most windows OS? I really want to be able to open a pic in a pic control, and then click edit. I realsie that this has been discussed many times before, but there is no answer as to how to get hold of this association list. I realsie that I could use shell, but I really want to give the user the option as to which application they use, and then shell from here.

Is this possible?

I believe that the registry entries are found in:

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\

then there is an openwith list associate with each extension.
