how are you getting the picture into Dreamweaver? Are you importing into the library or are you just inserting from a random folder? Are you doing a copy/paste function?
it appears that pstarter is a photo suite file. There is very little info on the web about it. You definitely should not be getting the error.
One other question... When you go to windows explorer to open a jpg file...what is the default program that opens it? Ya' Gotta Love It!
