Java Plug-In / User Rights

My users have two applications that use different versions of Java. One is a web based application that requires the Java Plug-In to be unloaded from Internet Explorer.

The problem is when a normal user tries to uncheck Internet Explorer from the JAVA-Plugin Control Panel, it says they don't have permission to do this. Is there a way to allow this to happen with out giving them local administrator rights?
