I use Illustrator to design the index page of my web site, What I would like to do, is to create java menus that 'swing out' from the topics listed on the left panel on a mouseover. They would look very much like this site: Is it possible to implement the necessary javascripts by using Illustrator? I'm totally new to working with javascripts, so any directions to help me get started would be appreciated. Thanks!

Wow, I just looked at the code of your page. So the whole thing is just one gif with hotspots???!!!
While your page looks OK, thats really not a good way to create a web page!
No is the answer to your question! Javascript cannot be created with Illustrator. As a general rule Illustrator is really only designed for creating individual graphic elements of a web page which you then stitch all together with a program like Dreamweaver, it is not really for creating whole web pages (arguably though...as per the same discussion about Photoshop in that forum!)
There are free web page creating programs out there on the web that you can download but in my (somewhat limited) experience Dreamweaver is the only program that has an extensive built in Javascript library which cuts down on the need for you have to actually learn the script and code it by hand.
Of course if you do want to learn Javascript then you can put your whole webpage together using something as simple as Windows notepad, but illustrator will be no help to you in that process!

Just an addition to my post: there are other ways to create those type of menus without Javascipt! On top of other type of code such as DHTML (which does a beautiful job of making menus like that) you can simply use software like Flash or Director where you are simply making 'animations' and you do not need to concern yourself with codes or scripts of any form. I recommend both those programs (Director is easier to learn with more 'nifty' built in tricks but Flash has way more advanced capabilities IMHO)

There are also templates on the web that you can download and edit to create those kinds of javascript menus, but difficult to edit unless you have some kind of javascript/dhtml/html experience. You could check out:
