Other than completely uninstalling PS, and reinstalling in safe-mode, I don't know of any other way to get help to work in IE. I know of some people that have installed Netscape or Mozilla, and then set those browsers as their default browser which then allows the Help to work.
I have IE set up as my main browser at work, and Help has not worked in PS, Illustrator or InDesign. It does work for Adobe Acrobat, however, no rhyme or reason.
This is a common problem, and I have never found an adequate fix on the Adobe forums, and write it off as a bug that the adobe engineers couldn't care less about fixing.
It is a PITA, especially since with CS Adobe has stopped shipping manuals, telling people to use their faulty Help system. That is one of the main reasons I shall not be upgrading to CS.

It all depends. How extensively do you use your current version? Does it meet all your needs? CS has a lot of cool new features.
Better file browser, faster.
It now handles RAW files from your digital camera.
It now has real "Text on a Path"
It has shadow and highlight correction. You can use Imageready to create Flash animations.
It has a great stitch feature where you can take 2 scans of an oversize image and it will automatically align the images into one. We use CS (Mac version, OS-X Jaguar) at my girlfriend's print shop and I have played with it and I am impressed. For what they do at the print shop, it is great.
For my personal use, I do not see any new features that are screaming for me to go out and upgrade. For text on a path I use CorelDraw or Illustrator, then import that graphic into PS6.0.
I am now tempted to pick up a PS7.0 copy for home now that you can find good bargains on ebay. However, even 5.5 would suffice for 99% of my photoshopping!

Vs 7 has the healing brush. I use that on my work machine all the time, although the patch is a great addition I have been told. I haven't had a chance to play with that yet.

Kidd.. well I am using 6... and 7... and 5.5! At home I have 5.5 on a WinNT box, and 6 on my Mac G3. At work we have 7 on a W2K box. And at my girlfriend's printshop we have CS on a Dual-proc Mac G4.
