Issue with inherited mailbox rights

I started a project recently, and one of the first things I had to do was complete a migration from Ex 2000 to 2003. An issue I have is that virtually all mailboxes have somehow inherited mailbox rights settings that explicitly deny full mailbox control permission to administrators, domain admins, enterprise admins, etc. If I give a user rights to another mailbox, those rights work fine. My questions are: where did these rights come from and how do I get rid of them?

I found the answer, and this is by design. But, then, I'm sure many of you knew this already but were kind enough not to rub it in :).
