Issue adding 0x16

MICS 7.0 w/6-port combo fiber.

I have two 0x16's on the system running fine. When I add a third, it never comes on-line. I've confirmed power, fiber and simple things. Is there a firmware version difference or something that makes some 0x16's different than others?

Both are marked as NTBB41FB-93 Rel 07.

Is there a software key or other such necessary to move past 48 ports?

Yes, even added the two already on the system.

Check the expansion port the 0x16 is connected to in maintenance to see if this port is disabled. If so, simply enable the port.

Nevermind.

The set I had terminated to to a port on it didn't have the RJ11 seated to the click. No set, no activation -- all better now.
