I never ran into this and it kicked my butt yesterday so I thought I would throw this out here. Perhaps common knowledge but I didn't know it. I never understood what protocol D was or when to use it but had a cutover yesterday for an NI2 PRI being provided by some type of Adtran device converting SIP to PRI.
D channel would not come up on the CM end but showed UP on the LEC end.
The LEC was set to NI2 so we were using protocol B. Apparently enabling "Service Messages" on NI2 on the LEC end is also known as NI3/NI98.
Protocol B = NI2
Protocol D = NI2 w/ Service Messages AKA NI3 AKA NI98

sending SERVICE messages but the Nortel switch never responding.
Solution: Enable Service messages in the Nortel switch.
Symptom: B-channels are always OOS-FE in the Definity when the CO sees them as inservice
or are always in “lock out” in the CO when the Definity sees them as in service.
Problem: There is a mismatch between the protocol setting in the G3 and the setting in the
CO or PBX at the other end of the interface. The G3 is running protocol version “d” and the
CO switch is running NI-2 but does not have SERVICE messages enabled, or the CO is
running NI-3 [i.e. NI-2 w/ SERVICE messages] but the G3 is running protocol version “b”.
