ISDN/ IP Office 3.2.62 question

This question is geared more towards ISDN Gurus..

I have an issue with calling to a Verizon wireless phone from the IP Office..

Myself and the provider of PRI performed traces and what we are seeing is a bit odd..

When we place a call to a cell phone in traces we can see the ISDN set up messages of dialing, proceeding, alerting/Rining and connected.. That is a normal process I see usally..

When we try a call to a Verizon Wireless phone we see the following messages.. Dialing, proceeding and connected..

We never see the Alerting/Ringing in the progress of the call...

The problem comes into play with an Call center application. Zeacom it looks for the Alerting/ringing to perform some part of application..

I am guessing the the normal Alerting message is out of band but, the alerting message Verzion wirless provides is in band..

Anyone have ideas or can explain inband and out of band alerting?
