If your using ISDN2 then make sure the voip channels are in a different group and the SLT's have access to both. By default the SLT's will use the lines in group 1 first. If using SIP then look at the below and see if they help the issue.
iPECS SIP no outgoing call on some extensions:
If there SIP outgoing calls fail on some extensions, it is likely that in Station Data, Common Attributes PGM111 SIP User Table Index value is not set. Set this to the correct index number (as required in PGM126) and outgoing calls should work.
eMG80 - no VOIU lines on Phase 2:
on the eMG80 Phase 2 the VOIU channels are flexible, so if you find your system does not have any VOIU channels on it go to System ID (PGM 100) and at the very bottom of the page there is the "Flexible VMIU/VOIU channel" option, set this to match the number of VOIU channels you have licenced on the system and then save, you will then be asked to reboot the system, once it is back up you should see the VOIU channels have appeared in the Device IP Plan and can now be programmed as normal.
