ISA2000 Server problem

Hi:

1st of all i know this forum is not for ISA 2000 Server. I have Evaluation version of ISA Server2000. At windows 2000 server with
256MB RAM and 17GBx3 HDD. I installed it and it is working, but when I am
applying download restrictions in "Site And content rules" in access
policy "HTTP Contents", after this i can't access any SSL enabled site.
Why?

Please help me to solve my problem.
