ISA 2004 - users cannot browse sites

Have created 2 access policies on ISA 2004 (on Win2003 Ent server) to do the following:

1 = internet access for those in the internet access group
2 = access to certain sites for all users (regardless of group membership)

2 works well but 1 does not and the user gets the errorcode: 403 forbidden the isa server denied the specified resource locator (URL) (12202)

I don't think it is the policy which is at fault but something fundamental with ISA itself

We are running ISA 2000 and looking to migrate to 2004. Any clues or pointers to get me started would be good

(incidently on a previous build I got 1 working well then after a few hours it stopped working)

Are the same users being affected by both rules?

I believe that the ISA server will usually use the more restrictive rules. So rule 2 is setting limits that can't be over-ridden by rule 1.

Set the rule for the Internet Access Group to not include rule 2, or you could set the people up from the Non-Internet Access Group to have rule 2 and everybody else have rule 1.
