Is there any cheaper software alternatives to dreamweaver. Something that would pretty much do the same things but for a smaller price?

notepad wordpad any text editor as long as you know what you are doing, in hand coding html.

Or Frontpage (spit spit) comes with MS Office.

You might want to look at Macromedias new application
called 'Contribute'. It's very end-user oriented, but
it has basically the same function: Updating webpages on
a webserver.
