After creating a new policy it take a little while to take effect. Is there a way to refresh the policy to take effect immediately?

take a look at secedit for windows 2000 and gpupdate for windows xp and 2003 server. these commands will update group policy

Try :

secedit /refreshpolicy machine_policy /enforce
 
Should I use the secedit or the new command gpupdate?
