Yes. MAPI is simple and easy to code, and the necessary support files are probably already on your users' machines. It's widely used so there is a lot of free information about it on the net.
It does have its quirks, though. Expect to learn more about email than you think you should need to know, especially if you'll be supporting a lot of users who aren't right next door. That's because users never run out of ways to screw up their email, and they will assume that's your problem...
