Is it possible for MSCS not to fail over incase node 1 is stopped

Hi,
I have a problem. I am working on an Actuate Report Server installed on MSCS. when i need to stop my report server services for administrative purposes, the node 2 automatically takes over. so i need to break the cluster and then stop my services on node1 to continue with my administration work. is it possible to do the same with some argument/option where the failover will not happen just in some scenarios like this.

Select the report application resource(s) in Cluster Administrator and configure it not to cause failover if it is polled and doesn't respond.

Just rightclick on the 2e node and pause that node, so this way yhe 2e node doesn't failover if the first one goes down...

Could you give me some more details about your actuate cluster configuration vs MSCS. In Actuate documentation,
they are only talking "load balancing" cluster type
