IPO system time, SCN, 4.0.5

IPO500 and (2) 406 , scn, all with 4.0.5; Time server IP address is set for the VMail PC, one remote site is not getting time updates.
Also, what version after 4.0.5 is most stable and fewest known issues?

that must be a network problem, ipo gets the time over UDP port 37. Check if it is not blocked.

Update: I upgraded site that was not getting time updates to 4.1.9. I set up a phone as a System Phone and gave it button to set time; it acts like it is accepting the correct time, but never displays the correct time, actually it stays on 12:00a.m. 8-25-1997 (always has done so). I suspect a bad 406V2, any other thing to check?

Note: System status shows a ticking clock starting (after any reboot) from 12:00a.m. 8-25-1997??
