IPO SCN and Centralized VM Pro

I have a client that has been up and running for some time and I am just seeing some issues that I can't figure out.

there is a main site IP412 running 4.2 and a VM Pro server connected to a remote site with a IP406 running 4.2.
the VM pro is setup in Intuity mode, the remote site has their users source numbers set to V and their extension so that they can access VM without entering a password, the other site that is local to the VM pro also wants this feature on select extensions but went I add it to a users source numbers the function is still the same and if I take it away from a users source numbers in the remote site they still get into VM without entering a password.

what am I missing?
