IPO applications server upgrade from 7 to 8

Upgraded an Applications Server from r7 to r8.1. When logging in with Administrator / Administrator it takes me to the Iginition page. When I get to the part of setting the root password, no matter what I put in, the password check fails.

any ideas?

You did not upgrade but reinstalled it.
You need to start over again and put in a root password.

It will not take any password I try to put in for the root password. It keeps popping up a message that the password check failed.
