IP500 7.0 Polycom W2

Having trouble with a wireless Polycom W2 that will not conf calls. When I add a call it only toggles the two calls.
This is set on on an analog port. Has anyone seen this. I don't think it is programming.

When you are ready to join everyone to the call, press conference once again, dial *47 and everyone will join onto the call.
