IP with T1's

I am working on a 406 3.2. I have two T1's into a dual PRI card. Worked fine for 3 weeks, now when I call the 800# that is on the T1's I get a scratchy noise. If I switch the T1's around on the PRI card it works fine. I replaced the PRI card and it didn't fix the problem. Does this sound like a T1 provider problem or do i have a bad module?

How is "Clock quality" set up on your lines?
One should be "Network" and the other "Fallback".
