ip phone to VPN phone

In the past I have downloaded the VPN files to the ip phone from manager tftp server. That no longer works. I program the phone by pressing Mute 47687 then changing the setting from 0 to 876 and reboot the phone and it would pick up the vpn files from the manager folder. After that the phone would boot up to the edit vpn settings screen. Has something changed, someone told me to set the file server from the PC where manager is running to the ip address of the ip office. But that did not work either. Any thoughts?

Do you still have the txt or scr files that point to the vpn files?
It does not work out of the box.

I got tech tip 205 and checked that all files from the bin files were dropped into the manager folder. and that the following was in the 46xxupgrade.scr file.
IF $GROUP SEQ 876 GOTO DEFVPN
GOTO NOVPN
# DEFVPN
GET 46xxvpn.scr
# NOVPN

I got the files to go to the phone, but when the phone is saying http not tftp
the phone does not even say tftp while booting, but i see the files in the tftp log file. The phone still does not go to the edit screen.
I have tried both the manager folder and the sd card.
