IP Office Web Manager "Embedded File Server File Does Not Exist"

I have a customer that just upgraded 16 sites from 8.1 to 9.0.3. They did this so that they could use the web manager for basic name changes and password resets. 4 of the systems are showing "Embedded File Server File Does Not Exist" when i click on "webManagement" in the browser. I notice that in file management, these systems are missing the WebManagerEe folder. Is there a way for me to fix this remotely? The systems are spread out amongst the country but I do have a remote server that can access them all. Do I upload files into the SD card?

I know that during initial sd card upgrading it asks if you want to include Web manager files. I'm assuming this wasn't selected at the time of install. Do I have to "recreate SD card" on site in order to get the manager files on there? or can I use embedded file management?
 
Recreate the SD cards on site or do an upgrade remotely (just tick the boxes to persuade the system to upgrade to the software level that it already has). Both routes include an option to tick a box to include the web management files.

(When first introduced web management was for Basic Edition systems only so lots of people didn't want or need web management - given the progress of web manager its probably time to either defaulted the install to on or hid the option and installed anyway0

Stuck in a never ending cycle of file copying.
