IP Office IX Workplace Client App delay on speech

I have a customer who has been using the app on her laptop for the past 6 months with no issues. Now there is a 15 second delay on both incoming and outgoing calls before you get any speech

That's a real bummer.
Audio delays generally are due to network congestion or even an issue on the PC itself.
What have you done to troubleshoot the issue?
