I have an IP Office 500V2 release 9.0.8.
I have installed those license:

IPO R9 UPG ADI LIC
IPO R9 AV IP ENDPT 20
IPO R9 ESSNTL ED ADI LIC
IPO R9 RECEPTIONIST 1 ADI LIC

Can I add an expansion module IP400 Analog Trunk 16 without added license?

thank you

please can you give you a document that proof no license is needed.

Why asking if you don't believe the answer anyway?
We don't have to prove anything, be gratefull to get a answer anyway.
Without a essential edition license you cannot use expansion modules, with that licanse you can, I won't post any proof.

It is only documented where you need a license for.

Since you only have R9 labeled licenses I assume the system is initially installed in R9.0? If yes then you need no license for the module to work but I can't see a reason why you got an upgrade license. If the system has been installed in an earlier release you have to make sure you have the full upgrade license and not the small site upgrade license because the small one will not allow to use external modules.

No, I will not give documented proof that it's not needed, just as there is no document that says the IP Office can't be used as a toaster....do you think it can even though it's not documented? :)

The upgrade license is the normal one.
Would it have been there small upgrade license than modules would not have worked.

BAZINGA!

I'm not insane, my mother had me tested!
