IP DECT handsets subscription failed

Hi,
I thought I had my IP DECT install all set up right, the base station (single unit) seemed to be connected to the IPOffice 500v2.
All on the latest firmware - new out of the box installation.
Software on the phones and base station matched the software on the IP DECT download. etc.
Final stage of subsrcibing the handsets - subscription failed.
Can anyone give me a few pointers to help diagnose my problem please - I spent a couple of hours looking at it and could not see a reason.
Though one late thought, do the handsets have to be in their chargers to subscribe?

Select General, then Provisioning, Uncheck the Enable option, then Press Ok
Go to DECT, Set Subscription to Disable from the drop down Menu, Set the Frequency to North American, then Press OK
Now go back to General, then Provisioning, check the Enable option, then Press Ok
Select Reset, Reset (do immediate reset) Press OK
Now keep refreshing the browser window until the menu returns.
You will eventually be connected to the base station.

A colleague of mine 'fixed' it today. Nearly.
He added a 2nd base station - a secondary one beyond the master.
Suddenly then the Master worked.
(We made up the 2nd base station - did not really have one)
I have no idea what made him think to do it - but it worked.

However - upon rebooting the IP Office CCU the DECT handsets had to re-register, which for the users means entering the long SARI code any time there is a long powercut or a system programming reboot.
Is that normal? I would not count that as a desired feature.
