ip bandwidth limits

I have problem where I have 5 switches connected via the internet with a bandwidth limit for voice priority of 192k from our plant.

At present I have 10 channels to one switch and 5 channels to each of the reset. The AVAYA system is smart enough to determine if all the channels are busy between a certain switch and is programmed to automatically fail to the PSTN. My question is if I have 6 channels used on 1 switch and 4 on each of the others, I have exceeded my 192k voice prioritised band width. Using Gold Carr the voice calls get dropped if you exceed the band width. Is there any way that the AVAYA can determine if the B/W limit is exceed and therefore force the fail onto PSTN.

Any help on this would be appreciated..

I am runing a G3SI Definity V11 software, soon to be upgraded to duplex media servers on CM3.1

 
How about using the bandwidth limit on the ip-network-region that you are using. Check page 3.
