IP Agent v 5.0

I have two remotes sites, one in San Jose, and the other in Columbus. Both are using Ip agent v5.. if a call comes into the Columbus site that needs to be transfered to the San Jose site, the agent is able to do a "warm" transfer...however, if the same agent wants to transfer a call to a local agent in Columbus, they get a busy signal.
Both sites log into our main hub in San Diego(S8700)

The agents id and agent extension resides in San Diego, and the agents direct extension or main number is located on each sites own switch.

What is preventing the agent from making a local or inhouse transfer?
