IOS load from rommon

I have a Cisco 1751-4v router without an IOS image. I used the xmodem protocol to upload the IOS (c1700-sv3y-mz.123-17a.bin). The load seems to run succesfully. After returning to a command prompt ( router> )if you relaod the router, it returns to back to rommon (rommon>). Now the image is still there because I am able to boot from flash (rommon>b flash). this will return me to router>.

Any ideas to why or point me in the right direction.
 
Your configuration register might be configured to go to ROMMON. At the prompt, type "confreg 0x2102". I think that's the command. I'm not in front of a router right now. If that's not right, look for the command to change your configuration register.
