internet options will not open anywhere!

I just purchased a used Win98 computer. There are some sites that it will not allow me to visit. When I tried to set the content advisor, I found that when I clicked on internet options, that a box flashes then goes away, I have tried accessing it from the control panel also but to no avail. I got some leads from another site about dword settings but found that I do not have the same paths in my Windows 98 registery as the instuctions mentioned. any ideas how I might fix this. Looks like I might have to reload this computer, this is doable by me but I had hoped to be able to keep some program that where on this computer already that I do not have the original install for.

You can try running it from a command.

Start>Run and type in "rundll32.exe shell32.dll,Control_RunDLL inetcpl.cpl,,2"
all as one line (without the quotes)
On this forum it appears wrapped. There
is a single space after RunDLL.

Can you add another user account? If so, add another user and see if you can access everything. If need be, you can copy your settings over and delete the current account....

I friend may have a related problem - any ideas ?
He has problems accesing secure sites that previously were ok i.e. banking / booking sites. He is not allowed into the secure part of the site. I recommended checking his security settings (SSl 2.0 /SSl 3.0) in Internet options - Advanced Tab. He tells me he doesn't have an advanced tab ! He has accessed Internet Options fron the Browser and through Control Panel

Advanced Tab Missing

It's a AdvancedTab restriction, and you'll find it in either or both of the following Registry subkeys:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Control Panel

Go to Start > Run > Regedit, navigate to the above Registry keys, and delete the SecurityTab DWORD value you'll find there.

Or go to Edit > Find/Search, and do a keyword search for a AdvancedTab value. If you find one, delete it.

There are also many reasons why you may not be able to enter a secure site.....

1. At the top of the page - click help - about internet explorer

is your cipher-strength "128-bit" ?

2. Start Internet Explorer.
On the Tools menu, click Internet Options.
On the Advanced tab, scroll down to the Security section, and then select the Use SSL 2.0 and Use SSL 3.0 options.
Click OK.

3. Have you deleted your temporary internet files since this problem started - if not, do it now

4. Zone Alarm Pro [Private Header Info - enabled?] Reset "Ad Blocking" and "Cookie Control" to "medium" "Mobile Code Control" = Off

5. Symantec (ISS\NIS)[Enable Browser Privacy - enabled] Active Content - "Allow All Script To Execute"

6. Any "ad blocking" software that blocks "http_referer" or contains entries that are blocking access to the desired site.

7. HOSTS file that contains entries that are blocking access to the desired site.

8. Cookie blocking software that are blocking "required" Cookies.

9. Pop-up blockers that are stripping header\url info.

10. WebWasher Standard Filter/URL Filter

11. Make sure the following entry is not corrupt: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings] "User Agent"="Mozilla/4.0 (compatible; MSIE 6.0; Win32)"

12. Sometimes a damaged index.dat file can cause this - this procedure will delete the index.dat file which can't be deleted from windows - when you reboot windows creates a new clean one.

Try this for doing a DOS level cleanup of your cache. It's more thorough than Windows.

Click Start>Shutdown>Restart in MS-DOS mode.

At the c:\windows\> prompt enter each bold line:

press enter after each line

smartdrv
deltree tempor~1
deltree temp
deltree history
deltree locals~1\tempor~1
exit

(you may get an error message on this last one (locals~1), just skip to "exit" if you do, it just means you don't have that directory)

13. Check the date and time on your computer ...if it's wrong, cookies will not be accepted and you will not be able to log in to some sites.

If you have SpyBot installed, go to SpyBot - Search and Destroy > Immunize, and UNcheck the "Lock IE Control Panel..." box.

If you don't, copy the bold to Notepad, and save as remove.reg (save as 'all file types').
Double-click it, and answer yes to the prompt whether you'd like the contents of the file added to the Registry.
Subsequently reboot.

My friend has worked his way through your list to try and get his Advanced Tab back but no success - he lives a good distance away from me so I do not see what he does !
He did manage to gain access to his secure site for a couple of hours after running SPYBOT for the first time(185 fixes) but then the problem returned.

I guess you could try this, paste the following into a text file (notepad is fine):

Rename it to access.reg and then double click it to run. Does that allow you into the section ?
