internet icon wont log on

When ever I try to connect to my dial up connection by clicking on the internet icon it just loads my home page for offline viewing but does not dial up...its a real pain because then I have to go click again on my connection.I've tried just about everything...can some one help..I've got a v90 modem and windows ME

Control Panel -> Internet Options -> Connections -> Always dial my default connection -> OK
