Internet Connection Sharing ICS please help

I may be in the wrong forum, but I'm not sure where else to go. Anyway I am using Time Warner Cable and I have a home network through a Kingston EtheRx SOHO(?) hub. This computer is obviously on the internet and has no problems connecting, but the other can only see the network. This computer is running ME and the other is running 98. Any help is appreciated.

we need more details to help. can you ping a public IP? if yes, can you ping a web site like yahoo.com?
