International E-mails using Global Address Book

We are a MS NT server shop using MS Exchange. We seem to be having a problem with only one of our e-mail accounts in our Global Address Book. It is an international account. You can send a e-mail using the address book and it acts like it is going through, but the person never receives the mail. We've checked the SMTP address in the address book (it's correct), we've deleted the user and set it back up again, and we've changed the address to another one of his address. Nothing seems to work.

Now for the interesting part, you can REPLY TO an email you have received from the person (the address being the same as is in the address book)and he will receive it or you can manually type in his email account and he will receive it. You just can't use the Global address book.

Any suggestions?
 
No he is not set up as a contact. He is setup as a regular user. And no we don't get any NDR's. There is no notification of any kind saying it was not delivered. Tks
