International Dialing

I am trying to setup International Dialing on Nortel MICS 6 but under the restrictions and permissions I see nothing showing anything is restricted, but everytime you dial 9-0 you get invalid. Is there someplace else I should be looking?
 
Are you using call routing and destination codex?
what is the restriction on the phones you are calling from?

getting an "invalid number" suggests to me that you might want to look at destination codes since the restrictions would give you "not allowed"

are you running on a prime, bri, t1 or copper for outside lines?

I am not sure about Dest. codes, I am a 3COM, NEC, and Panasonic Dealer I picked this account up from Sprint. All phones get this same error so the restrictions on all phones are effected. T-1 DID's for inbound outbound POTS.
 
take a look at a couple of items se we have a starting point.

Log in to your programming and look at:
Feat * * 2 6 6 3 4 4 -->Services-->Routing Service-->Dest Code: Then look and see what codes are programmed there.

Feat * * 2 6 6 3 4 4 -->Terminals & Sets-->Restrictions-->set restrictions-->Normal
then see what the normal and night restrictions are there.

Also look at the Lines-->Restrictions-->Line Restrictions: and see what normal and night are there

Defaults for terms and sets are 2 and 11
defaults for lines are 03 and 21
