In LD 90- prt your SPN 011 and see what RLI is pointing to, than go to LD 86 and prt the RLB for the RLI #, it will tell you what route you are using for International calling and if there is a DMI table and what FRL(ncos) you need to be able to access the route....

What is it that you hear, and at what point, when trying to dial? How many digits before you hear fast busy, or do you hear an international recording, or silence?
I mean, it could be anything from BARS, to a bad phone, to a wrong number, or even a restricted country. Some detail other than "doesn't work" will result in the correct answer pretty quick.
