User A wants calls to forward to User B if no answer.
If User B no answer go to User A voicemail.
This works… if you set the Forward On Busy and Forward on No Answer to forwarding to the extension you want it to forward to... and then also check Forward Internal Calls.

The problem is it takes 7 rings to get to voicemail now. 4 rings to user A and 3 rings to user B before it goes into user A's voicemail.

Is there:
1 a way to shorten the # of rings to user A or B?
2. Have user B ring concurrently?

Possible solution to #2, forward to a hunt group with both A&B as members? But how do you shorten the time to ring voicemail? And how would you make A ring rather than keep looping to the hunt group?

you could use a coverage appearance and play with the coverage timers or bridged appearances.

I would use call coverage if you have the button.
Set it for delayed ring, which rings 3-4 times. You will need to increase your vm anser time to give that phone a chance to answer it before it goes to voicemail.
