Internal Distribution List in Contacts folder

Hi, I hope someone can help me.

I have two Exchange5.5 SP3 servers in the same site. A user has set up their own distribution list in their contacts folder containing internal addresses only. When he sends email to this group it gets delivered to the people who are on the same server as he is and doesn't get delivered to the people on the other server.
I got him to delete the list and recreate it in case the DL had got confused, but it still didn't work.
Can anyone point me in the right direction?

Does the user get any error messages or NDR’s? If you open up the message in the sent items does it display all the addresses in the DL? Does this DL only consist of addresses from the GAL or does it contain addresses from the users contacts as well (they’ve setup contacts for those in the office)?
 
The user does get an NDR, listing the users it failed to deliver to. The DL only contains members of the GAL, and the sent items email contains the full list of recipients (about 100.)

Thanks Jon, I'm not sure how helpful this will be, here are the first three out of 22 people in the list. The senders mailbox is on the BLACK server, whilst all the failed recipients are on the WHITE server. Both these servers are on the POST domain, the WHITE server is running the IMC.
