interconnection between CS1000 , BCM and ipoffice

I have a CS1000E h323 Rls 5.0 running on the same are recorded Rls 3.0 bcm and IP Office 6.0.
I have good communication between the CS1000E and bcm.
I have good communication between the CS1000E and IP Office.
But:
IP Office can call bcm, but no audio.
The bcm can not call the IP Office, leaving busy.

These teams are certified in h323 to work with each other?
will I have to use SIP?

Avaya is a documentation on who can help me?
