Inter-Site logons

I have a single domain, multiple site topology set up, and I am struggling to keep my logons local to the site I have set up. I have sites set up with IP Site links connecting the 2 sites. I have no problems with the site with my DC at the root of the forest, but the site that I have set up remotely, the client logging on there keep logging on to the root site. I have set up subnets and so I don't see why the machines seem to ignore the fact that the server in their site is a domain controller. The domain is in mixed mode. Is this why? Will all my logons have to be authenticated by the PDC emulator?
 
are the remote site domain controllers global catalogs?, also what OS are the client pc's running?

The DC's are GC's and the clients are 95/98 and 2000...
But now, all of a sudden, the clients are finding the local server...
Any idea why this kind of thing happens?
