Insufficient system resources exist.... User Manger

Ok here's a good one. I've stumped everyone I've talked to so far.
NT Server 4 SP6a
I can open User Manager just fine. But when I go to Policies and Rights I get the following pop up:
"Insufficient system resources exist to complete the requested service."
Any ideas are welcome. Thanks in advance
