Insufficient system resources exist... User Manager for Domains

Ok here's a good one. I've stumped everyone I've talked to so far.
NT Server 4 SP6a (I believe)
Can open User Manager just fine. But when I go to Policies and Rights I get the following error message:
"Insufficient system resources exist to complete the requested service."
Any ideas are welcome. Thanks in advance
 
How is your registry size? Make sure it has enough space.

You may also want to check your event logs for any services that might have failed to start.
 
Thanks guys, the Registry has plenty of room. Will start combing the event logs. I just got here a few days ago (contract) and I've walked into all kinds of problems. Thanks again. and please keep the ideas coming.
 
Are you doing this remotely or local to one of the DC's?

Either way I would recommend re-applying SP6a to the machine in question and see if that helps. I remember seeing something similar a while back and SP6a reapply fixed it.

yeah, it's doing it remotely and locally. have tried reapplying the sp. didn't work:( still open to any other suggestions. thanks so far everyone.
 
I had a similar problem--couldn't open User Manager at all, and got the "insufficient resources" message. In control panel->system->environment->ComSpec, I changed it to c:\winnt\system32\cmd.exe /e:2048 This is based on MS KB article #Q158141. Also part of our problem was CA Inoculate antivirus causing a lot of open files for some reason. CA couldn't ever tell us how to fix it, so we switched AV software and the problem is gone.

ok here's another nibblet. it doesn't appear to be an environmental issue. or a lack of actual resources. here's why I say that:
we have two domains (with trusts etc) and from the problem pdc on domain A I can pull up the user rights from domain B. it's starting to sound more like a corrupt SAM to me... does anyone know of a consistency / intergrity util that can be ran against a SAM database? thanks guys!
